PAPU Powering the Shift:
From Legacy Post to Digital Engine in Kinshasa
The High-Level National Dialogue on Posts and Telecommunications is being held in Kinshasa from 27 to 29 April 2026 under the Esteemed Patronage of H.E. President Félix-Antoine Tshisekedi Tshilombo, bringing together top State leadership, ministers, parliamentarians and international partners.
In a powerful opening sequence, the tone was set:
➡️ The President affirmed that the Post is not a relic of the past but a strategic engine for inclusive development .
➡️ The country's Minister of Posts and Telecommunications underscored strong political will to revive and modernize the sector through digitalization and convergence with telecoms.
➡️ And PAPU stepped forward with a bold continental voice.

PAPU-India Post Powering Postal Capacity-Building 🇮🇳📮
Today, PAPU's SG and ASG welcomed a high-level delegation from India Post’s Rafi Ahmed Kidwai National Postal Academy (RAKNPA) for a 3-day visit (15–17 April 2026).
Led by Mr Pradeep Kumar (DDG Training), accompanied by Ms Archana Gopinath (Joint Director-II) and Mr Manoj Kumar Yadav (Joint Director-I), the team is engaging PAPU on strengthening cooperation in postal training and capacity development.
RAKNPA is a global centre of excellence in modern, digitally-driven postal systems.
Discussions focus on operationalizing the PAPU ICT Capacity-Building Centre, including priority training areas, joint certification programmes and pilot initiatives.
The visit is expected to yield a concrete cooperation framework and roadmap for establishing a regional centre of excellence, thereby reinforcing PAPU’s drive to advance Africa’s postal transformation through strategic partnerships.

The Administrative and Technical Committee meetings of the Pan African Postal Union (PAPU) officially opened today, 16 March 2026, at the Lake Victoria Serena Golf Resort & Spa in Kampala, Uganda.
The ceremony was presided over by Hon. George William Nyombi Thembo, Executive Director of the Uganda Communications Commission, who served as Guest of Honour.
Delegates from across Africa gathered to begin five days of intensive deliberations on key policy, operational and technological issues shaping the future of Africa’s postal sector.
The deliberations will run from 16 to 20 March 2026, marking the first series of statutory meetings of the Union's Plenipotentiary Conference.

PAPU Cements Continental-Regional Postal Synergy at WAPCO Sessions in Banjul
PAPU was represented by its Secretary General, Dr Sifundo Chief Moyo, during the 6th Ordinary Session of the WAPCO Council of Administration (9–11 February 2026) and the 3rd Ordinary Session of the WAPCO Council of Ministers (12 February 2026), held in Banjul, Republic of The Gambia.
Dr. Moyo used the platform to reaffirm PAPU's continental leadership role and unwavering commitment to building an integrated, modern and competitive African postal network aligned with AU Agenda 2063 and the Sustainable Development Goals.
Speaking during the Opening Ceremony, Dr Moyo, hailed WAPCO as a strategic pillar of Africa’s postal coordination architecture and reaffirmed PAPU’s commitment to deeper collaboration through the PAPU–WAPCO Memorandum of Understanding (2023).
Dr Moyo highlighted the following key continental milestones achieved during the 2021–2026 cycle:
✅Completion of the 17-storey PAPU Tower,
✅Expanded digitalisation and e-commerce readiness, and
✅Stronger African unity at global UPU platforms, including the UPU Extraordinary Congress in Riyadh (2023) and the 28th UPU Congress in Dubai (2025).
PAPU also used this high-level platform to extend a formal invitation to WAPCO Member States to participate in the upcoming PAPU Plenipotentiary Conference to be held from 16 to 28 March 2026 in Kampala, Uganda .
The Opening Ceremony was graced by the Vice President of The Republic of The Gambia, H.E. Mr Muhammed B.S. Jallow.
Speaking as Guest of Honour, H.E. Muhammed Jallow emphasized the modern role of the Post as a driver of financial inclusion, e-commerce, SME growth and rural connectivity, while reaffirming The Gambia’s unwavering commitment to postal modernization, digital addressing and service innovation.

📍 No Address, No Trade: PAPU takes Smart Addressing Message to Dar es Salaam
Represented by its Secretary General Dr. Sifundo Chief Moyo, PAPU participated in the Tanzania Annual Conference on Physical Addressing & Postal Services Technology Show 2026 held in Dar es Salaam, Tanzania, from 5th to 8th February 2026.
Under the theme “Smart Addressing and Postal Innovation for Inclusive Growth” , PAPU reaffirmed a simple truth: without strong addressing systems, e-commerce cannot scale, delivery cannot be trusted, and AfCFTA trade cannot fully take off .
PAPU also commended Tanzania’s progress, including its UPU S42 certification, and called for wider African uptake of harmonized addressing standards.
📌 The message was clear: addressing is not just a technical project — it is a development catalyst for Africa .
