The photo appears to show that the rim joist has been compromised by moisture intrusion at the deck ledger connection. It is observed that water may have penetrated the assembly, potentially due to insufficient flashing or sealing at that junction. This was a complete replacement of the rim joist and partial subfloor under patio door. a new deck was eventually attached once all the moisture damaged materials were replaced and properly flashed out. A pre-listing home inspection would have prepared the seller, the new buyer negotiated a lower price as well as full replacement of the deck, I'm sure it was a costly lesson for the Seller.
