Everyone deserves the opportunity to build a successful future.

At Frontier Community Services, we believe successful reentry starts with the right support. Our Recidivism Reduction Program helps individuals returning from incarceration reconnect with their community, overcome barriers, and build a more stable future.

You may be eligible if you meet program criteria such as:

✅ Have a felony conviction
✅ Served 30 days or more of incarceration
✅ Are within the required release/screening timeframe, including individuals within 90 days of release or those released from an Alaska Department of Corrections facility within the past 6 months
✅ Have been assessed as medium to high risk using the DOC’s Level of Service Inventory–Revised
✅ Are releasing to or transitioning within the Kenai/Soldotna area

Through individualized case management and strong community partnerships, support may include:

🏠 Housing
💼 Employment
🪪 Identification and vital documents
💰 Benefits and community resources
🤝 Recovery support and referrals

Every person deserves the opportunity to rebuild their life. Together, we can reduce barriers, strengthen our community, and support lasting positive change.

Hear from Frank Silva, who navigated the California parole board and proved his worthiness for release after decades of growth, and Heidi Rummel, Clinical Professor at USC Gould School of Law, and Co-Director of the Post-Conviction Justice Project, discussing the legality of the presumption of release and how California’s framework has shifted the burden of proof.

"Interviewing for Your Freedom: The Parole Board Process and the Case for a Presumption of Release."
