Andover Health Division
The Health Division promotes and protects the environmental and community health in Andover.
The Town of Andover has been notified that there has been a release of untreated or partially treated wastewater at the Lowell Wastewater Treatment Facility. As mandated by 314 CMR 16.09, the public is advised of the following:
Location: Lowell Wastewater Treatment Facility
Receiving Waters: Merrimack River
Date: Oct. 30 & 31, 2025
Time: Between 8:56 PM and 5:16 AM
The Commonwealth recommends that the public avoid contact with the affected water body for at least 48 hours after a sewerage discharge or overflow due to increased health risks from bacteria or other pollutants associated with urban stormwater runoff and discharges of untreated and partially treated wastewater.

The Town of Andover recognizes that many families are feeling uncertain about access to food in the weeks ahead, and we want residents to know that we are here to help. With a potential pause in SNAP benefits starting on November 1st, we have created a resource guide to connect residents with food assistance and support options. The guide includes information about local organizations providing relief and how to contact them directly.
Additionally the Town is collecting non-perishable food items beginning October 31 at Town Offices and at 5 Campanelli Drive that will be donated to community partners.
