FCC Enforcement Bureau issues second ever C-CIST classification for a group of individuals and entities identified by EB as 'Green Mirage' for persistently facilitating illegally spoofed calls aimed at defrauding and harming consumers.

"Green Mirage" is purportedly responsible for perpetrating a deceptive and fraudulent calling campaign targeting homeowners in all fifty states and stealing hundreds of thousands of dollars. Green Mirage’s callers pose as the homeowner’s mortgage provider and contact homeowners – who oftentimes have previously sought relief from their actual mortgage lender and may expect to be contacted.

The callers frequently know details regarding the homeowner’s name, address, and their current or former mortgage lending institution.1 Callers also spoof the caller ID number of the homeowner’s actual mortgage lending institution, further convincing the homeowner of the call’s legitimacy.

Green Mirage’s conduct, as described in this Public Notice, apparently constitutes the unlawful use of inaccurate caller identification in violation of the Truth in Caller ID Act and Commission rules15 as Green Mirage apparently has made thousands of calls with the intent to defraud recipients in the United States by transmitting misleading caller ID information. Additionally, Green Mirage’s conduct may violate criminal laws, including the wire fraud statute.16
