The Economic Development Partnership of Alabama (EDPA), in partnership with the Appalachian Regional Commission (ARC) and Innovate Alabama, announce the launch of the HBCU Innovation Internship Program β designed to diversify the pipeline of tech talent and create opportunities for underserved populations in the tech sector.
The 12-week HBCU Innovation Internship Program, which kicked off in January 2024, is now in full swing. It provides exposure, hands-on work experience, and supplementary professional development for seven selected students from four partnering Historically Black Colleges and Universities (HBCUs) in Alabama: Alabama Agricultural and Mechanical University, Miles College, Shelton State Community College and Tuskegee.
The program is dedicated to addressing the challenges young Black professionals face and providing them with a pathway to success in the innovative landscape. By placing students from Alabama HBCUs in paid internships across six Alabama-based tech startups, accelerators, and incubators, the programβs aim is to create opportunities and lasting impact. The long-term hope is that these students will not only enjoy careers in startups or innovative organizations, but that they will do so here in Alabama.
This is why the development of the EDTECH Innovation District is so important to both the positive economic and social impact of Bessemer. Creating an innovative ecosystem where after college, many local college graduates can come back home to truly live, work, and play in.

ADDRESSING GENTRIFICATION DURING INNOVATION DISTRICT DEVELOPMENTS:
Avoiding gentrification while developing an Innovation District in Bessemer and using it to address issues related to affordable housing requires a thoughtful and community-driven approaches such as:
Community Engagement:
Involve the local community in the planning process from the beginning. Hold regular meetings, workshops, and forums to gather input and feedback from residents, business owners, and community organizations. Ensure that the voices of marginalized and low-income residents are heard and valued in the decision-making process.
Affordable Housing:
Prioritize affordable housing as a key component of the Innovation District. Allocate a portion of the district's land or development sites for affordable housing projects. Collaborate with affordable housing developers, non-profit organizations, and government agencies to create affordable housing options within or near the district.
Inclusive Zoning and Policies:
Implement inclusive zoning policies that require a certain percentage of housing units in the innovation district to be affordable. Offer incentives to developers who include affordable housing units in their projects, such as density bonuses or tax incentives.
Rent Control or Stabilization:
Consider implementing rent control or rent stabilization measures to prevent rapid rent increases and displacement of long-time residents. Explore policies that protect tenants from eviction without just cause.
Community Land Trusts:
Establish a community land trust that can acquire and hold land within the district for the long-term benefit of the community. This can help maintain affordability and prevent land speculation.
Local Hiring and Job Training:
Promote local hiring initiatives within the innovation district to ensure that job opportunities are accessible to residents of Bessemer. Invest in job training and workforce development programs to help residents acquire the skills needed for the jobs created by the Innovation District.
Anti-Displacement Funds:
Create a fund dedicated to preventing displacement by providing financial assistance to low-income residents facing rising housing costs. This fund can help residents with rent, utilities, or moving expenses if necessary.
Inclusive Business Support:
Encourage the development of local, minority-owned, and women-owned businesses within the innovation district. Provide resources and support to help these businesses thrive and participate in the economic growth.
Monitor and Adjust:
Continuously monitor the impact of the Innovation District on the local community and housing market. Be prepared to adjust policies and strategies as needed to address any negative effects or unintended consequences.
The EDTECH Innovation District can play a positive role in addressing gentrification by creating job opportunities, attracting investment, and boosting the local economy. However, it's essential to implement inclusive and equitable development practices to ensure that the benefits are shared by all residents and that affordable housing remains a priority.

Dave D. Paige, the visionary and lead developer behind the proposed EdTech innovation district in Bessemer, firmly believes that this endeavor is an ideal match for the city's unique circumstances. Bessemer, which can soon be regarded as the bedroom community for Birmingham, now finds itself at a pivotal juncture, one that presents an extraordinary opportunity to harness its proximity to Birmingham, which has recently emerged as a burgeoning innovation hub within the United States.
In Paige's perspective, the EdTech innovation district is poised to act as a catalyst, igniting growth and prosperity throughout Bessemer. At its core, this concept involves the creation of a central hub dedicated to educational technology within Bessemer's borders, thus enabling the city to seamlessly integrate itself into Birmingham's dynamic innovation landscape. Such a strategic location brings with it a multitude of advantages that Paige envisions shaping the city's future.
First and foremost, the adjacency of Bessemer to Birmingham stands as a key asset. This proximity grants Bessemer access to the wealth of resources, a burgeoning talent pool, and well-established infrastructure already flourishing within Birmingham's innovation ecosystem. The symbiotic relationship between the two cities can mutually reinforce their progress.
Moreover, the introduction of the EdTech innovation district offers Bessemer a means to diversify its economy. By establishing this district, the city can usher in a new era of economic expansion characterized by the creation of fresh job opportunities, the attraction of tech startups, and the invigoration of local businesses. This diversification promises to enhance Bessemer's economic resilience and vitality.
Additionally, Paige recognizes the importance of nurturing a skilled workforce to meet the demands of the modern job market. By fostering educational technology within the district, Bessemer can actively contribute to the development of a highly competent and adaptable workforce, thereby equipping its residents with the skills needed to thrive in a rapidly evolving world.
Perhaps most significantly, the visionary developer envisions a spirit of regional collaboration between Bessemer and Birmingham. This collaboration aims to establish a regional synergy that not only propels both cities forward as innovation hubs but also creates a sense of unity and shared purpose in advancing the interests of the greater community.
In Dave D. Paige's view, the transformation of Bessemer aligns not only with the evolving landscape of education but also with a strategic positioning that aligns the city with Birmingham's burgeoning prominence as a leading innovation hub in the United States. This ambitious initiative carries with it the promise of new opportunities, economic growth, and technological advancement for Bessemer, ultimately setting the stage for the city to thrive as a vibrant and dynamic community at the heart of Alabama.
