This is a custom tool and tool holder we built as a quickie for a one time job.
Customer had an old fork lift that had a plastic pulley at the top of the mast to guide the hydraulic hoses as the forks moved up and down. The old pulley had worn out and he could not find a replacement part. We machined this tool holder and cutters from scrap and made a new pulley from delrin. Problem solved. If you are wondering why we did not do it on a cnc lathe it is because we do not have one. We only have CNC mills. We made the cutter and tool holder and the part in about the same amount of time that it would have taken on a CNC.
