Thank you again for your resilience, patience, and professionalism over the past several weeks. As we shift back into normal operations, I want to provide you with several important updates and make sure you have clear expectations for what comes next. The way you supported one another and stayed focused on our mission throughout this period continues to reflect the very best of who we are as a Shipyard team.



Back Pay Processing and What to Expect



DFAS processed an out-of-cycle lump-sum payment for back pay for October 4, 18, and November 1 over the weekend. This payment covers base, overtime, differentials, and other earned benefits. Over 100 employee pay records failed due to system errors. DFAS's top priority is fixing these errors and ensuring every employee receives the correct pay. We expect it to take another week to resolve all outstanding issues.



The out-of-cycle lump sum payment means you won't get an LES for retroactive earnings. Instead, your next Leave and Earnings Statement (for PPE November 15) will show retroactive earnings in the “Retroactive Earnings” section and a “Special Pay” deduction to avoid duplicate payment. That LES will show updated year-to-date totals.



Taxes, retirement contributions, FEHB, FEGLI, TSP contributions and loans, union dues, etc. will be deducted from the lump-sum payment. FEDVIP, long-term care, child support, bankruptcy arrears, and voluntary allotments will not be deducted. Reconciliation will be handled separately by the responsible agencies or employees, depending on the deduction.



Pay attention to your LES and payments. If you think something is missing or wrong, talk to your supervisor so we can consolidate issues and avoid overwhelming payroll with calls.



Use or Lose Annual Leave



A reminder that November 29 is the deadline to have your use-or-lose annual leave approved by your supervisor in order to be eligible for restoration. Supervisors have been provided guidance on reporting use-or-lose annual leave that cannot be scheduled before the end of the leave year due to mission requirements.



If you have restored leave expiring at the end of this leave year, please note that it cannot be further restored or extended. I encourage you to work closely with your supervisor to avoid losing any earned leave.



Transit Benefit Update



I’m pleased to share that Kitsap Transit, Pierce Transit, and Mason Transit Authority have extended fare-free transit for federal workers through the end of December. Federal employees may ride fare-free by presenting their federal ID on Routed, Worker/Driver, On-Demand, ACCESS, local Foot Ferries, Fast Ferries, and Vanpool services.



This extension gives the federal government additional time to fully resume the process for issuing TIP transit passes. We remain in close contact with our transit partners and will notify you as soon as TIP benefits are fully restored. I want to express my gratitude to our community partners for stepping up to support our workforce—they recognize and appreciate the critical work you perform every day for our region and our Nation.



Planning Ahead – January 30 CR Deadline



As pay begins to be restored, I want to again gently encourage everyone to take some time—now, before we enter the busy holiday season—to think through your personal and financial plans ahead of the next continuing resolution (CR) deadline on January 30. I offer this not to raise concern or to be the upcoming holidays Grinch, but to help you stay prepared in case Congress faces another period of negotiation early in the new year. While we hope the recent shutdown experience encourages lasting solutions, the current CR remains a temporary measure, and a bit of early planning can help ensure stability for you and your families.

Ms. Herbig and I will continue to provide updates as additional guidance is released on pay, leave, overtime, and any remaining shutdown-related matters. Thank you for your continued patience as we work through the remaining administrative steps and return to full normal operations. You have once again demonstrated what makes this Shipyard extraordinary.
