WASHINGTON—The House passed a bill Thursday to boost production of exotic rare-earth elements and other in-demand minerals used to make high-tech military, clean-energy and medical products.

The bill's passage underscores growing concern about U.S. reliance on China for nearly all its rare-earth elements, including those needed for advanced military applications such as missile-guidance systems. Many lawmakers and the mining industry have pressed the U.S. government, including the Pentagon, to develop a long-term plan to produce and stockpile more of the critical materials.
