From the course to the finish line โ what a day at the UC Marathon! ๐โโ๏ธ
We were proud to cheer on our very own extended 3PS family as Jordan Ferrellโs husband, Cody, hit the pavement and crushed the marathon โ all while rocking his 3PS-sponsored race kit. ๐ช
It was great to see so many runners, supporters, and community partners come together in Charleston, and to connect with everyone who stopped by our 3PS + Vandalia Digital booth at Slack Plaza.

We were proud to support our client, Andreessen Horowitz (a16z), at the Capitol this week as they testified before the House Judiciary Committee on legislation addressing decentralized nonprofit associations and emerging governance structures.
Alongside bill sponsor Delegate Tristan Leavitt, a16z engaged lawmakers on forward-thinking policy that positions West Virginia to be competitive in evolving digital and economic landscapes.
Exciting conversations about the future of governance, technology, and opportunity in our state. ๐

This is what advocacy looks like. ๐ช Weโre proud to support the New River Gorge Regional Development Authority as they work to advance policies that strengthen workforce participation, support working families, and drive economic growth in our region. Great work, Jozy and the NRGRDA team. ๐
Wondering what NRGRDA is up to during legislative session?
Today, our Policy & Government Outreach Coordinator, Jozy Moore, was at the Capitol advocating for two important bills that connect childcare and economic development in a BIG way: HB 4517 and SB 646.
These bills strengthen West Virginiaโs Employer-Provided Child Care Tax Credit by making it more flexible and usable for small businesses, rural employers, and shared childcare models. The improvements:
โ๏ธ Clearly define employer-sponsored childcare
โ๏ธ Remove restrictive location requirements
โ๏ธ Allow multi-employer partnerships
โ๏ธ Extend the tax credit carryforward period to better align with federal law
In short: they make it easier for businesses to invest in childcare solutions that support workforce participation, employee retention, and economic growth ๏ฟผ.
Weโre excited to share that SB 646, sponsored by Senator Vince Deeds, passed the Senate Economic Development Committee today, and HB 4517, sponsored by Delegate Brooks and co-sponsored by Delegate Pritt, is moving on to markup and passage in the House Health & Human Resources Committee.
Childcare IS economic development. When employers can support working families, businesses grow, communities thrive, and our region becomes more competitive.

Proud to support the West Virginia Child Advocacy Network and their ongoing work to strengthen and advocate for child advocacy centers across our state.
This weekโs conversations at the Capitol are a great reminder of whatโs possible when dedicated advocates and thoughtful policymakers come together on behalf of West Virginiaโs most vulnerable children. As we wind down 2025, we say goodbye to the last (but not least) of four incredible PR practitioners rolling off of the PRSA-ECD board - Jordan Ferrell!
A member of PRSA West Virginia Chapter, Jordan joined the ECD board in 2023 and served on the ECD Conference Committee and as Communications Co-Chair, overseeing the ECD newsletter - no small feat!
