To compare, a licensed Professional Engineer must have a 4-year Bachelor's degree and 4 years of engineering experience as well as pass 2 examinations (Fundamentals of Engineering and the Professional Engineering exams). So, if the structural problem or foundation problem may be integrated or complex, you may want to contact a geotechnical (special branch of civil engineering, specializing in soils and foundations) to come take a look.
