Thirteen HIV/AIDS activists were arrested inside the Cannon House Office Building Rotunda on Thursday (5 March) after staging a protest demanding full funding for the global HIV program The US President's Emergency Plan for AIDS Relief (PEPFAR).

Demonstrators from Housing Works, Health GAP and the Treatment Action Group — joined by former PEPFAR staffers — chanted “AIDS cuts kill, PEPFAR now!” and unfurled banners accusing the administration of harming people with HIV worldwide before United States Capitol Police detained them.

The program, created in 2003 under George W. Bush, has been credited with saving more than 26 million lives globally.

Activists say funding disruptions under the administration of Donald Trump and JD Vance have already weakened HIV services around the world. Although Marco Rubio issued a waiver in January 2025 allowing PEPFAR and other humanitarian programs to continue operating during a broader foreign aid freeze, advocates say funding shortfalls and delays — including decisions tied to budget actions by Russell Vought — have left hundreds of millions of dollars unspent and put key programs at risk of shutting down.

“PEPFAR has saved more than 26 million lives,” said Housing Works CEO Charles King, who was among those arrested, warning that freezing funds is “a death sentence for people with HIV relying on life-saving treatment.”

Educating the community has been a big part of my life for years now. For a long time, it was just me and my kids traveling to events and doing the work God placed on my heart. I never really thought about what that would look like if I got into a relationship. But from day one my husband jumped right on board. He has always made sure I had what I needed to continue serving God’s people. What blesses my spirit more is watching him step into his own role by helping educate others about PrEP.

What started as my mission has now become our mission together, and I’m grateful to walk this journey beside him.
