Does the leader make the vision? Or the vision make the leader ?

The vision makes the leader because when the vision is clear It doesn’t matter what obstacles you face, in your mind the goal is already done ✅, so quitting is never an option. The reason why the leader doesn’t make the vision is because there’s been many leaders who lost the vision and their power to lead because they let the outside circumstances affect their peace.
