PUBLIC NOTICE: STAGE 2 WATER EMERGENCY RESCINDED AS OF 5:00 PM, FRIDAY JULY 10, 2026
PLEASE TAKE NOTICE. The Stage 2 Water Emergency declared on July 8ᵗʰ by the Village of Cold Spring Board of the Water Commissioners (the Village Board ofTrustees) is hereby rescinded. Regular water use may resume as of 5:00 pm, Friday, July 10, 2026. The Village's water treatment plant is again fully operational and producing potable water. All issues related to turbidity, caused by the heavy rainfall of July 6 and 7, are resolved, and appropriate chemical treatment levels are restored.
Thanks to the competence and fast action of Water Department Superintendent Matt Kroog, there was no loss of potable water for the users of the Village's public water system. Thank you to the community for quickly restricting water use when the order was issued on Wednesday. Your conservation efforts reduced the amount of purified water that had to be purchased by the Village to replenish our storage tanks.
Safe public water is a shared responsibility. Thank you for doing your part to help address this storm-caused technical challenge at our water treatment plant. Clean, safe public water is precious. Thank you for your thoughtful stewardship of our shared resource, every day.

PUBLIC NOTICE: PROCLAMATION OF STAGE 2 WATER EMERGENCY FOR ALL VILLAGE OF COLD SPRING WATER SUPPLY USERS AS OF JULY 8, 2026
PLEASE TAKE NOTICE: Following heavy rain falls earlier this week, there is excessive turbidity in our surface source water reservoirs. This has created difficulty in establishing appropriate levels of purifying chemicals to allow release of new potable water. This is not a mechanical issue at the plant — it is storm-related overload.
Currently, potable water is being drawn from the Village’s treated back-up supply already in our storage tanks. It is clean and safe for all uses. The tanks are being back-filled by trucked-in, purified water until our plant can return to normal potable water production from the reservoir.
Trucked water is very expensive. The Village Board, therefore, declares a STAGE 2 WATER EMERGENCY under Chapter 130-20 through 130-24 of the Village Code.
This Proclamation shall be in effect immediately and continue until rescinded by the Mayor and the Village Board of Water Commissioners.
UNDER A STAGE 2 WATER EMERGENCY, THE FOLLOWING ORDERS ARE IN EFFECT:
All Village water system users are required to:
*identify and stop all leaks
*cease washing vehicles, building exteriors or outside areas
*refrain from watering lawns, ornamental shrubs, plants, trees or gardens at all times
*irrigate vegetables or fruits for human consumption from hand-held containers only
*refrain from filling and/or maintaining levels in swimming pools, hot tubs and similar recreational pools
*Bars, Bed & Breakfasts, Coffee Shops, Hotels, and Restaurants, including those within Hotels and Bed & Breakfasts, shall only provide drinking water upon request.
*Hotels, Bed & Breakfasts, and Short-Term Rentals shall wash linens during guests’ stays only upon request
§ 130-23. Failure of compliance.
A person failing to comply with the provisions of this Article shall, upon conviction, be guilty of a violation.
§ 130-24. Enforcement of Water Emergency Provisions.
The Water Superintendent, the Code Enforcement Officer, and the Cold Spring Police Department will enforce this order.

Following is the text of the New York State Office of Emergency Management's Flood Watch Alert issued today, July 5, 2026:
A Flood Watch has been issued for Dutchess and Ulster Counties from 2:00 a.m. Monday to 11:00 a.m. Tuesday and for Putnam, Orange, Rockland, Westchester, Manhattan, Bronx, Staten Island, Brooklyn, Queens, Suffolk, and Nassau Counties from 12:00 p.m. today to 6:00 a.m. Tuesday.
Locally heavy rainfall and potentially severe storms are most likely late Sunday into early Monday morning, and again Monday late afternoon/evening, with the heaviest rainfall expected Monday afternoon into evening.
During a flood, water levels and rate at which the water is flowing can quickly change. Most flood fatalities occur in vehicles. You don't know how deep the water is. Even when the water recedes, the ground may be unstable. Do not attempt to drive or walk through flood waters. Turn around, don't drown.
