Navigating Changes in ACA Plans and Enrollment for 2025:

As your friendly insurance broker at Cornerstone Benefit Solutions, I’m here to help keep you up to date with the latest developments in the world of health insurance. The Affordable Care Act (ACA) continues to be a key source of health coverage for many individuals and families — but the rules around it are shifting - again! The Trump Admin is implementing several changes for the 2025 coverage year, and understanding them is essential to making the right choice for your health and budget.

Here’s a quick, pithy rundown of the most important changes to ACA plans and enrollment for 2025:

1) Shortened Open Enrollment Period: Open Enrollment will now run from November 1 to December 15 — this is a shorter window than in previous years. This gives consumers just 45 days to review, compare, and enroll in a plan for 2025. It’s more important than ever to be proactive and get help early to avoid missing your opportunity.

2) Expansion of Short-Term Health Plans (STM): the administration is continuing to push short-term health plans as a more flexible, lower-cost alternative to traditional ACA plans. These STM plans are currently limited to a maximum of 4 months coverage and can be renewed for 1 additional month time. Currently, bills are being drafted to allow STM plans to provide coverage up to 36 months in some states, with renewal options of another 12 month. Be aware, though — these plans don’t cover pre-existing conditions and may exclude essential benefits.

3) Elimination of the Individual Mandate Penalty: As of 2025, there is no federal penalty for not having health insurance. While this gives people more freedom to opt out, it also means fewer healthy people are in the insurance pool, which can lead to rising premiums in some markets.

4) Enhancements to Health Reimbursement Arrangements (HRAs): Employers can now use HRAs to help employees buy individual health insurance on the open market. This gives small businesses more flexibility and can increase plan choices for employees — but it also means employees need to be more engaged in comparing and selecting plans.

4) Subsidy Formula Adjustments: Changes in how subsidies are calculated may affect affordability, especially for those earning within the federal poverty level. It’s critical to review your eligibility carefully this year, as even small changes in income can impact what you pay.

5) More State Flexibility via Waivers: States are being given greater authority to design their own ACA alternatives through Section 1332 waivers. Depending on where you live, this could mean different plan offerings, premium structures, or even new types of subsidies.

6) Supplemental benefits: Health Insurance deductibles, co-pays, out-of-pocket expenses continue to rise and supplemental benefits become more important as they pay cash benefits to fill in the gaps that health insurance doesn't cover. Sadly, many don't know the need and value of Supplemental benefits until a claim occurs and then they find out how non-medical expenses can mount and create a financial hardship. Health insurance, in general, covers medical expenses, but Supplemental Benefits pay CASH benefits to you so you don't have to worry about the bills, just get better!
