Every basement/crawlspace is inherently a damp environment. The relative humidity needs to be maintained below 50% otherwise mold growth is likely to occur. A dehumidifier (more than one depending on size and layout) is necessary even if you don't get water intrusion from storms. Some crawlspaces with a dirt floor have a v***r barrier. The moisture will still be present even with a v***r barrier. The plastic barrier will trap moisture and mold growth occurs on the dirt and on the underside of the plastic. In most situations the dirt floor should be left exposed and dehumidifiers operated to remove this moisture. Mold growth can occur in any basement and crawlspace if the relative humidity is not maintained below 50%. Some houses have both a basement and a crawlspace. Often the entry to the crawlspace is covered up as shown in the photos. If there isn't a separate dehumidifier being operated in the crawlspace it is difficult to maintain proper moisture levels and mold growth is more likely.
It is recommended to either leave the access to the crawlspace completely open (shown in the photos) or use a door with louvers to allow for air flow.
