In these cities, stronger wage laws keep housing costs more manageable. Minimum wage workers need about 39 hours a week to cover rent, less than half the load in the toughest markets.

The difference is pay: average minimum wage in these cities is $15.82 an hour, nearly double that of the hardest-hit cities. Take Seattle, WA, despite a median rent of $1,999 (9th highest), workers need only 37 hours to afford it, thanks to a $20.76 minimum wage.
