If a vehicle is registered in your name, you are responsible for any damages done by that vehicle. An insurance policy moves a limited part of the risk from you to an insurance company, but you are responsible for any damages that vehicle may do. If the vehicle has a tag, you are responsible to the State to keep that vehicle insured.
