Florida has passed a new law banning people convicted of serious animal abuse from adopting or buying cats and dogs. The measure creates a statewide, publicly accessible registry that shelters, rescues, and pet sellers are required to check before placing an animal.

Known as “Dexter’s Law,” the registry closes a loophole that previously allowed some abusers to re-adopt animals after conviction. By centralizing abuse records, organizations can now flag repeat offenders before an animal is placed back into a dangerous situation.

Depending on the severity of the offense, individuals can be prohibited from owning pets for several years or permanently. Supporters say the goal is prevention, not punishment, stopping repeat abuse before it happens and strengthening accountability across animal welfare in Florida.
