Apple Cedar Rust gall on red cedar just after a rain. The orange tentacles are called telial horns. They shed spores that can potentially infect apple, crabapple, hawthorn, quince, or pear trees. Later in summer, the secondary host sheds spores that infect the cedars again.
Management typically is focused on the alternate host, not the cedars.
