◼ Keeping Our Community Informed Through Transparency & Accountability ◼

On February 21, 2025, Hutto City Council sent a letter to Williamson County ESD #3 Commissioners requesting changes to an existing Sales Tax Sharing Agreement. Following receipt of this letter, WCESD #3 Commissioners agreed to enter into discussions with the City of Hutto regarding the Agreement. Those discussions ultimately resulted in an updated Sales Tax Sharing Agreement, approved and signed on May 7, 2026.

Below are the requests from the original letter, as well as the final agreed-upon terms in the updated Sales Tax Sharing Agreement.

----
Request 1: Maintain the current 60/40 sales tax allocation split in perpetuity
• Perpetuity means there is no defined expiration date
• Future leaders would have limited opportunity to revisit or adjust the agreement

Final Agreement:
✔ Maintains the 60/40 sales tax allocation split for the duration of the agreement
✔ Provides long-term funding stability while allowing future leaders the ability to revisit the agreement as community needs evolve
----
Request 2: Allocate 100% of sales tax revenue from the Cottonwood properties and the Megasite to the City of Hutto
• Would remove emergency services funding from those areas
• Would not align with the voter-approved purpose of the sales tax

Final Agreement:
✔ Continues the 60/40 sales tax allocation for Cottonwood and Megasite properties
✔ Continues supporting fire protection and emergency response while honoring the purpose of the voter-approved funding

As part of our commitment to transparency and accountability, we are sharing the Letter from City Council and the Sales Tax Sharing Agreement so residents can review the information directly.

The National Weather Service Austin-San Antonio has issued an Extreme Heat Warning for our area today from Noon to 8PM. Dangerously hot conditions are expected, with heat index values reaching as high as 118°F.

🚗 Never leave people or pets in a vehicle.
☀️ Minimize your time spent outdoors in the heat if possible.
💧 Drink plenty of water, even if you don't feel thirsty.
🧢 Wear loose-fitting, light-colored clothing.
👵 Check on older adults, neighbors, and anyone without reliable air conditioning.

Heat-related illnesses can develop quickly. If you must be outdoors, take frequent breaks in the shade or air conditioning and know the signs of heat exhaustion and heat stroke.

Did you know our community maintains the highest fire protection rating available?

Williamson County ESD #3 (Hutto Fire Rescue) proudly maintains an ISO Public Protection Classification (PPC) of Class 1, the highest rating awarded by the Insurance Services Office (ISO). This elite designation is earned by less than 1% of fire departments nationwide and reflects our community's overall ability to prevent, respond to, and suppress fires.

The ISO evaluates communities using a 100-point scale that measures a community's overall fire protection capabilities. The score is based on four key areas:

🚒 Fire Department Operations (50 points)
💧 Water Supply & Hydrants (40 points)
📞 Emergency Communications (10 points)
🛡️ Community Risk Reduction (up to 5.5 points of additional credit)

Maintaining an ISO Class 1 rating requires much more than having fire trucks and firefighters. It reflects highly trained personnel, strategically located fire stations, strong water infrastructure, reliable emergency communications, fire prevention and public education efforts, and a commitment to continuous improvement.

For residents and business owners, an ISO Class 1 rating can also have a direct financial benefit. Many insurance companies use the PPC rating when determining property insurance premiums, and communities with the highest ratings often qualify for lower insurance costs.

While an ISO Class 1 rating is known for helping to lower insurance costs, its true significance goes far beyond dollars and cents. Maintaining this rating is a reflection of our commitment to protecting what matters most: the people we serve.
