For over a year, Purcellville Town Council members Erin Rayner, Caleb Stought and Kevin Wright have sought an answer to whether the town’s tax rate for fiscal 2026 was adopted according to Virginia code, since the vote fell short of a supermajority.
They filed a complaint with Loudoun County Circuit Court seeking an opinion on the matter. In April, Loudoun County Circuit Court Judge James Plowman dismissed the request for a declaratory judgement, ruling the court did not have jurisdiction.
But on July 8, the council members received the answer they have been seeking after Virginia Attorney General Jay Jones issued an opinion in accordance with Virginia Code 2.2-505 stating that a two-thirds majority vote is always required when a town adopts tax rates.
The opinion by Jones was made at the request of Loudoun County Treasurer Henry Eickelberg and Commissioner of the Revenue Robert Wertz.

An e-scooter rider died in a July 7 crash in Ashburn authorities said.
Loudoun County Sheriff's Office spokeswoman Leah E. Paul said deputies responded at 12:03 a.m. to a call about a man lying in the roadway on Loudoun County Parkway between Waxpool Road and Uunet Drive and he was pronounced dead at the scene. Paul said investigators determined he crashed, but are unsure if another vehicle was involved.
