Citizen comments were provided by Dennis who talked about the petition that was signed by enough people to get the Business Improvement District disbanded. Laura spoke in favor of creating a capital improvement plan. And Vicki stated that she was hoping that the 157k in the BID would go back to the business owners who paid into it and the business given accounting reports as she didn't feel the money was being spent wisely.
It was brought to the council to have childcare licensing given back to the state instead of having the city do licensing for daycares. The city is mostly aligned with state licensing already. This should hopefully pave the way for more people to become licensed so we can get more childcare providers in Lewiston.
Lance Hanson asked for the Council and Mayor's support of a Job Challenge program to be started in Lewiston. It is a continued education program for the folks at the Idaho Youth Challenge. It is hands on job training through college programs and housing for 10 to 22 weeks based on the chosen profession.
Tami Meyers and Pete Cook both board members of the BID stated that the board approved of the disestablishment of the BID and moneys given back to the businesses that paid into it accordingly minus the cost of installing new planters. A motion was made to stop the collection of funding for the BID.
Tim Barker gave a presentation on how the Cemetary Master Plan update was coming.
Councilor Liedke talked about her recommended changes she thought should be made to the Personel Policy. It was decided that Council recommeded changes would be submitted to the HR director to edit and bring back to council for a vote.
It was brought up by Councilor Forsmann to consider creating a Capital Improvement Plan for the City in order for the Council and public to better know what projects are being being prioritized for the next 5 years and how they are being funded. Dustin Johnson of Public Works stated that they have a GIS map available online now so you can see the underlying infrastructure information.
