Apparently iTunes 12.8.1 breaks Safari under Yosemite and was simply yanked without an option to upgrade to the previous build. This may cut off restore functionality with iOS devices. If you're like me and need to run Yosemite for compatibility reasons, you'll need to grab the 12.8 installer directly before you can restore devices.
