What is a SIMERP?

A SIMERP (Self-Insured Medical Expense Reimbursement Plan) is an employer-sponsored benefits strategy that uses provisions of the tax code (typically Sections 105 and 125) to reduce payroll taxes and provide additional employee benefits. It is an ongoing employee benefits program, not a government loan or grant.

Was the PPP Loan a SIMERP?

No, the PPP (Paycheck Protection Program) was not a SIMERP.

The PPP was a federal COVID-19 relief program created under the CARES Act. It provided forgivable loans to businesses to help keep employees on payroll during the pandemic. If the money was used properly (primarily for payroll and certain business expenses), the loan could be forgiven and effectively become a grant.

I EHP a SIMERP?

Yes, it is!

What is the connection between the PPP and EHP?

The reason they often get mentioned together in your EHP/SIMERP conversations is that:

* PPP showed which companies had employees and payroll.
* Companies that qualified for PPP often have the type of workforce that may qualify for SIMERP/EHP savings.
* Both programs can improve cash flow, but they do it in completely different ways.

For example, if a company received a PPP loan in 2020, that does not automatically mean it had a SIMERP. However, that PPP recipient may be a strong prospect for an EHP/SIMERP review because it already demonstrated payroll expenses and employee headcount.
