🚨 TEXAS | Houston ISD implementará cambios en Educación Especial para el ciclo escolar 2026-2027 🏫♿
Houston ISD consolidará algunos servicios de Educación Especial en escuelas designadas como “campus hub”, lo que significa que algunos estudiantes podrían ser trasladados de su escuela de origen a otro plantel para recibir sus servicios.
📌 Estos cambios han generado preocupación entre las familias y actualmente son objeto de una investigación por parte de la Oficina de Derechos Civiles del Departamento de Educación de EE. UU.
👨👩👧👦 Durante una reunión informativa, una defensora de Educación Especial recomendó a las familias:
✅ Presentar quejas formales ante la Agencia de Educación de Texas (TEA) si consideran que se están vulnerando los derechos de sus hijos.
✅ Revisar cuidadosamente cualquier notificación enviada por el distrito.
✅ Conocer y defender los servicios establecidos en el IEP de su estudiante.

🚨 Texas prometió hasta $30,000 en vales para estudiantes con discapacidades… pero la realidad fue muy diferente.

📚 Understanding a School District’s Response to an Evaluation Request 📚
When a parent requests an evaluation, the district generally has two options:
✅ YES — The district agrees that an evaluation is warranted and provides evaluation consent forms to begin the process.
❌ NO — The district must provide a Notice of Refusal explaining the reasons for denying the evaluation request.
⚠️ Important Reminder:
MTSS, RTI, and similar intervention programs (names vary by district) are not individualized programs and do not provide specialized instruction like Special Education services do.
Parents deserve clear answers, written documentation, and an understanding of their rights throughout the evaluation process. Knowledge is power. Advocacy is action. 💡💪
📚How to Request a Full and Individual Evaluation (FIE)📚
Do you suspect your child may need special education services? Here’s how to request an FIE:
✅ 1. Make the request directly with your child’s school or Special Education Department.
✍️ 2. Requests can be made verbally or in writing, but it is strongly recommended that you submit your request in writing for documentation purposes.
⏰ 3. Once the school receives your request, a 15-school-day timeline is triggered for the district to respond.
💡 Knowledge is power! Understanding your rights is the first step toward ensuring your child receives the support they need.

What does this mean for families?
✅ Your child’s rights under IDEA and Section 504 remain the same.
✅ IEPs, evaluations, accommodations, and special education services are NOT changing.
✅ Schools are still legally required to provide a Free Appropriate Public Education (FAPE).
What’s changing?
🏛️ The federal government is moving responsibility for special education programs from the U.S. Department of Education to other agencies:
• HHS will oversee special education and vocational rehabilitation programs.
• DOJ will handle most disability discrimination complaints.
• Other education functions will be managed by additional federal agencies.
⚠️ This means states and school districts may have to work with multiple federal agencies instead of one, which could create new administrative processes and challenges.
At this time, these changes do NOT alter the protections, services, or rights available to students with disabilities.
💡 Bottom line: The rules haven’t changed. The agency overseeing them has.
