Why Do Eligible Workers Still Not Use Paid Family Leave? - New Jersey State Policy Lab 06/29/2026

🤰👪 Researchers found that when state paid family leave policies were in effect, like the one in NJ, women were much more likely to take paid leave only (60.4% to 33.8%), and less likely to take unpaid or a combination of paid and unpaid leave. Additionally, women were less likely to say they could not afford to take leave, that their job does not have paid leave, or that they had not built up enough leave time as reasons for not taking leave time in states that had paid family leave policies. This data was derived from the Pregnancy Risk Assessment Monitoring System (PRAMS), in which 12 states collected information about employees' paid and unpaid leave taken after childbirth between 2016-2022.
