With the advent that more New London rental properties are being bought by absentee out of state corporations, tenants need to be aware that they can get help when confronted with the demands of unreasonable rent increases or apartments that fall into disrepair being unsafe or unhealthy living conditions.
Tenants first needs to discuss their rent increase or their apartment unhealthy/unsafe conditions with their landlord/manager. It’s alway a good practice to maintain a good relationship with your landlord and come to a mutual agreement about your situation.
If that doesn’t work then it’s appropriate to file a complaint with the New London Fair Rent Commission to investigate your complaint.

RENTERS IN NEW LONDON
Renters who live in the City of New London are fortunate to have a government agency who will look out for their best interest. I refer to the newly appointed Municipal Fair Rent Commission (FRC) that is mandated by the Connecticut state legislature and appointments confirmed by the Mayor and City Council.
The makeup of this panel consists of five full-time commissioners and two alternates. Two are landlords and two are tenants. The fifth commissioner is the chairperson of the commission and is neither a landlord nor tenant. All commissioners are volunteers and must be residents of the city.
While the commission is still in its beginning stage, it has already adjudicated eighteen complaints of residents who feel they’re being treated unfairly due to recent increases in their rents. Complaints are filed with the city’s Neighborhood Coordinator who is located in the city’s Office of Development and Planning. For the largest part, most complaints are being resolved in mediation between the landlord and tenant before having to go to a full public hearing.
While most tenant complaints deal with rent increases, tenants also file complaints regarding code violations, unsafe or unhealthy conditions in their apartments.
The FRC conducts public hearings on the second Wednesday and fourth Tuesday each month. Renters can obtain a FRC complaint form online at www.newlondonct.gov, click on Government, Boards and agencies, Fair Rent Commission, APPLY ONLINE HERE: form FRC-001 for English or Spanish. Complete it online or download the form. Or call 860-437-6394 for help completing a complaint form
The FRC resolutions and decisions are binding. These decisions affect the landlord and tenant depending on the testimony presented either in mediation or in a public hearing.
