Cardinal Engineering Welcomes New Grants & Projects Administrator

Norman, OK., (January 7, 2020)– Cardinal Engineering is proud to announce the acquisition of Millie Vance, Incorporated, based in Ardmore, Oklahoma.

As part of the acquisition, founder Millie Vance, will expand Cardinal Engineering’s services into the South Central and Southeastern sections of Oklahoma. Vance has served these sections of Oklahoma for many years, and this acquisition will allow the opportunity to grow Cardinal Engineering in new areas, while still serving long-term clients.

Vance has over 26 years of experience in writing both State and Federal grant and loan applications. She has assisted many municipalities and rural water districts with all stages of projects from conceptual planning and development, securing funding, and administration of projects through closeout. She has secured over 340 state and federally funded programs across 93 communities throughout the State of Oklahoma. Additionally, she was certified by the Oklahoma Department of Commerce in April 1998 and has attended continuing education workshops regularly since that time.

Vance’s project funding levels are very impressive and reflect the quality of her work: in 2017, 81% of proposed projects were funded; in 2018, 82% of projects were funded; and in 2019, 95% of projects were funded, for a 3-year average funding rate of 86%. Projects have included all types of water & sewer projects, park projects, fire and police stations, first responder equipment and emergency vehicles, street and drainage projects, community centers, storm shelters, fair barns, county maintenance barns, and economic development projects.

She believes in providing her clients the highest level of quality and therefore offers a strong support arrangement with superior service. While her home office will be Cardinal Engineering’s Brookhaven location in Norman, OK, Vance will be spending most of her time with clients throughout South and Southeast Oklahoma.
