Senate Bill 900 introduces key changes to HOA operations under the Davis-Stirling Act. Here’s what your board needs to know:
• Utility Repairs: HOAs must now repair gas, water, or electrical issues that begin in common areas—even if the fix involves a homeowner’s unit. Repairs must start within 14 days.
• Reserve Studies: Utility systems are now considered “major components” and must be included in your reserve study and long-term financial planning.
• Emergency Funding: HOAs can exceed assessment limits when urgent health, safety, or hazard-related repairs are needed.
