"The movement of migrants and the movement of drugs are done in concert. Those are not separate avenues. They're both controlled by the cartels. Sometimes the migrants are the ones carrying the drugs. Other times the migrants are the distraction. They'll use the flow of migrants to take Border Patrol resources away from a point in the border, and then that becomes a weak point where they can move fentanyl through.
