Portland Harbor Community Coalition
(PHCC) is an organization representing the most-impacted communities around the Willamette Superfund

💦 Portland Harbor Superfund cleanup is entering a critical phase — and emerging discussions are underway about the potential use of Ross Island lagoon as a disposal site for contaminated sediment — a few miles upriver.
🔔 PHCC wants communities to know:
There is no finalized land sale. There is no formal proposal submitted. This is still in early discussion stages.
At the same time, decisions being explored now could shape the future of the Willamette River and its peoples and wildlife for generations.
❓Key questions remain:
1. How will Tribal Nations be centered in decision-making?
2. How will environmental, seismic, and long-term containment risks be addressed?
3. How will impacts to critical habitat and river systems be evaluated?
4. How will cumulative health impacts and risks be considered for all regional communities?
5. Whatever cleanup/disposal plan is determined, how can proven community benefits tools ensure disproportionately impacted communities benefit from the cleanup process and outcomes?
The Willamette River is critical habitat for multiple species and holds deep cultural and ecological significance.
PHCC’s role is to ensure early awareness, transparency, and leadership for community voice.
We will continue to follow the leadership of Tribal Nations and share updates as more information becomes available.
This is a moment for clarity, accountability, and care.
