Dear Congresswoman Bonamici:

H.R. 2547, the Comprehensive Debt Collection Improvement Act, doesn't improve the debt collection process. In fact, it contains many flawed and unresearched policy proposals that would harm the economy, adversely affect creditors, and alter consumers' ability to access credit and services in the future.

When it reaches the House floor, I ask that you please vote against this bill.

As businesses, community lenders, hospitals, and other providers throughout the country continue to face unprecedented challenges because of COVID-19, obtaining payment for goods and services already provided has become more important than ever. The accounts receivable management industry plays a key role in the process of attempting to recover outstanding payments, and as such, collection agencies are an extension of every community's businesses.

H.R. 2547 seeks to prohibit medical debt collection for two years, regardless of a consumer's ability to pay; prevent modern communications between agencies and consumers; expand the Fair Debt Collection Practices Act to make litigation even more profitable for lawyers; and fundamentally change the way federal, state and local governments collect unpaid fines and fees.

If creditors cannot collect, they will be forced to not lend, and consumers--who much of this legislation is supposedly aimed at protecting--will end up being harmed the most, particularly those with fewer options for credit.

H.R. 2547 is the wrong path forward. It jeopardizes our economic recovery and puts nearly a quarter of a million jobs at risk. As your constituent, I ask that you vote NO on H.R. 2547.
