In 2022, Cicley Gay became Chairwoman of the Black Lives Matter Global Network Foundation during one of its most scrutinized periods; that was the easy part.

What do you do when you’re handed a movement in crisis? Public criticism centered on governance, transparency, and whether the movement could rebuild public trust. Most people focused on the controversy, Cicley Gay focused on the infrastructure.

She publicly declared that movements cannot survive on passion alone. They require systems, governance, accountability, and long-term strategy. Under her leadership, the organization expanded initiatives that invested directly in Black communities.

The BLM Student Solidarity Fund provided financial support to HBCU students, alumni, and former students carrying college debt. The organization committed $1 million to help develop the Black Panther Apartments in Oakland; a 100% affordable housing community designed to provide stable housing while investing in Black-owned businesses and community wellness.

Whether people agreed with every decision the organization made is a separate conversation, leadership invites scrutiny.

The larger lesson is this:

Movements are often judged by their moments. Leaders are judged by what they build after those moments. Cicley Gay inherited criticism, she chose to build infrastructure.
