Anyone recognize this gentleman?

Why is is that so many think rules or things being closed don’t apply to them? This bay was coned off for a reason. He took it upon himself to move the cone and never put it back so then the next customer pulled into use it and what they didn’t know was what I had tore apart inside being worked on. Wonder if this guy wants to pay to have more fixed?

In the past I have had multiple cones set up, I have put caution tape across the bay and people still seem to tear it down or move it like there is nothing wrong.
