Hi all - Just checking in to see how your businesses are holding up. Obviously, we've closed up shop and are waiting to see what's in store for us. Sending virtual hugs and support.

There are a few proposed amendments on Bill 2369, if you already hold a license, you won't be required to take additional training. - EFFECT: Provides that a person with a license or endorsement to perform permanent cosmetics issued by the department of licensing, that is in good standing on the effective date of the act, is not required to complete a permanent cosmetics curriculum in order to be issued a permanent cosmetics license or to renew a permanent cosmetics license.

This bill, should it pass, will take effect on January 1, 2019.

Some permanent makeup artists are trying to pass Bill HB 2369 in the WA state legislature that would, in a nutshell, require permanent makeup artists to take 100 hours of training to practice and also require anyone who would like to be a trainer to have held a permanent cosmetics license for 5 years. This may seem like a harmless idea that promotes more education but think about this:

1. If you have already paid for training and it was less than 100 hours, you would not be able to be a permanent makeup artist anymore and would have to go back and pay for a new training program.

2. You would be limited to take training from only a few trainers in WA state who may decide to charge a large amount of money to re-train you and they would have a monopoly on the training business. The people who came up with the bill would be getting rich, stealing all your business and while making you take training from them.

3. If you just got your permanent makeup license and had dreams about being a trainer, you would have to wait until 2023.

4. This bill would allow a handful of people who have held their licenses for 5 or more years and the state control your permanent cosmetics business and possibly your future. Why give control of your business to others?

5. This bill allows body tattoo artists (who are predominately men) to remain unregulated, meaning no training required.
Permanent makeup artists (who are predominately women) would be held accountable (controlled) by the state and strap them with a huge financial burden to find a trainer that satisfied the 100 hour requirement. This is a backwards and sexist bill.

6. At the Jan 10th hearing, Todd Meyers, the Environmental Director from the WA Policy Center for Occupational Licensing stated that the hour requirements do not yield the health benefits that are often promised. He further stated that regulation favors the rich and lower income workers are less likely to afford the tuition and wages lost associated with education requirements, closing the door to many licensed jobs for them and this specifically hurts immigrants. Bill HB 2369 favors the establishment and shuts out newcomers to the business - often people of color.
