19-Year Cycle: Exactly seven Blue Moons occur every 19 years.

Common Timing: For a Blue Moon to occur, the first full moon must fall on the 1st or 2nd of the month.

Impossible Month: February can never have two full moons because it is shorter than the 29.5-day lunar cycle.
