I'm not often political, this was the city's doing. This homeowner had removed parts of his own deck for exterior/ siding remodel. Shortly after, the city cited him with an order to tear down and replace. The city citation included pictures taken from a different block two houses adjacent, from another back yard... inspector $$
Money became available, the homeowners worked late to demo and suffice city timeline, just so we could build.
