As President of the Board and Design Committee Chair for the Delmar Main Street Initiative, Tonnie champions sustainable, community-driven growth rooted in historic preservation along the Delmar corridor.

With a strong background in retail and banking management, Tonnie brings a unique, well-rounded perspective to strengthening local businesses and vibrant neighborhoods. Her leadership has earned her recognition as Who’s Who in America’s Neighborhoods (2023) and as a graduate of multiple leadership and economic development programs.

A proud member of Alpha Kappa Alpha Sorority, Inc., Tonnie is also a devoted wife and mother who continues to lead with purpose, passion, and impact.

A powerhouse community impact leader with 20+ years of service, Reyna Spencer continues to shape a stronger, more equitable St. Louis region. As Program Manager of Community Engagement & Impact at Ameren, she helps steward $11M in annual charitable investments—turning strategy into real, measurable impact for communities.

A recipient of the 2025 Ameren President’s Award, Reyna’s leadership spans government, nonprofit, and regional development—and her commitment to service shines through her civic board work and role as Vice President of Alpha Kappa Alpha Sorority, Inc.
