The dog stood frozen in place, staring at the same spot and refusing to budge. At first, it seemed like typical stubborn behavior. But then his owner looked closer and realized he wasn’t being difficult.

Buried in the snow was someone tiny who couldn’t get out on their own, and Cassius had noticed before anyone else.

California is tightening its rules around how pets are sold.

Under a new animal protection law, brokers are prohibited from selling or adopting out dogs, cats and rabbits under one year old, a move aimed at curbing puppy mills and other large-scale breeding operations. The legislation also includes new restrictions related to declawing and shelter practices.

Supporters say the changes are designed to improve animal welfare by targeting systems that prioritize profit over care.
