This winter and the flooding we experienced definitely took a toll on some Skyline View properties and residents. Our river access, and 358th culvert, suffered at the rage of the Skykomish. We did see neighbors come together to help each other, and people doing whatever they could to mitigate the damage. For that we’re all grateful. We are hoping we are past the danger of flooding until Fall of this year.

Your HOA Board has been busy making sure the roads are in good repair and the water is able to disburse adequately through all culverts. We secured an emergency permit to have the river access culverts and the 358th / 157th culvert temporarily cleared immediately after the flood. The response was quick and efficient, but uncovered a definite problem with the 358th culvert. We are currently completing the process to obtain any necessary permits to do work on that culvert, basically replacing it with an adequate culvert with a much longer life expectancy.You will be given advance warning when this work is to begin, as vehicle access to 157th will be temporarily interrupted. Pedestrian access will be made available, and you will be shown where to park vehicles during the anticipated short construction time. Prior to scheduling this major repair, we will call a meeting of the membership to approve the expenditure, per Washington State Law. Residents on whose property the culvert lies are responsible to keep that culvert clear of debris and not allow brambles and brush to grow and accumulate, impeding the water flow. Asphalt repair will begin as soon as weather allows.

Speed bumps in the neighborhood can definitely use painting again, and we are asking if anyone in the neighborhood is qualified to paint them and wish to do so, please contact the HOA Board with your bid and experience. ​With that; it’s also time to pay attention to your easements, as detailed in the diagram to follow. Last year we received 100% compliance in easement trimming, and had a local contractor dispose of debris at a highly discounted cost. Who do you call for help in our neighborhood? Refer to the Bylaws for rules and regulations enforced by the Board of Trustees. For other issues, please notify the proper authorities.

● Police and Fire: (if human life or health is in danger, there is a threat to property, or if you’re just not sure, call 911). The non-emergency number for law enforcement is 425-407-3999. The Snohomish County Fire Marshall is 425-388-3557. The Puget Sound Clean Air Agency (for air quality or burn ban violations) is 206-343-8800
● Code Enforcement: 425-388-3433. This is for building violations or questions.
● Animal Control: 425-388-3440. Suspected neglect or abuse of an animal, aggressive animal, and barking complaints are examples of what Animal Control handles.
● Snohomish County Health District: 425-339-5250. Call for garbage conditions, sewage problems, and unsafe for human dwelling conditions.
Please make sure you are aware of what violations are covered by the HOA Bylaws and Rules and Regulations. Formal complaint forms must be filled out and signed for the Board of Trustees to initiate communication and a possible fine for violation.



Skyline View has a new Block Watch group! Please read the spring meeting minutes for the report they presented at our spring meeting. A tentative plan for a National Night Out is being discussed, to be hosted by our own Block Watch. This community event is held all over the US on the first Tuesday in August. It typically includes appearances from various law enforcement agencies, community activities like a BBQ or potluck, games and challenges, and activities for children.
