BREAKING NEWS: During the current U.S. federal government shutdown (as of October 24, 2025), the IRS is not processing Powers of Attorney (POA) forms, such as Form 2848, due to the suspension of non-essential operations. The IRS's Lapse in Appropriations Contingency Plan indicates that activities like processing paper correspondence, including POA submissions, are on hold, as most of the staff handling these tasks are furloughed. Only automated systems and essential functions (e.g., e-filing, payment processing, criminal investigations) continue.
What this means:
New POA submissions (paper or fax) will not be processed until the shutdown ends and normal operations resume.
Existing POAs already in the Centralized Authorization File (CAF) system should still allow authorized representatives to act on behalf of taxpayers for essential functions, like accessing automated services or handling active compliance cases.
Delays are expected to create backlogs, so processing times may be extended even after funding is restored.
Processing
Amended returns, refund checks, new tax-exempt status applications, and pension plan determinations are on hold. Transcripts and notices not updated.
