Good morning Beverley Henrey and all other CT General Assembly elected reps and public servants to whom this email does concern,
Please note the following words contained in the CT Constitution as it pertains to redress of grievances as provided: Sec. 16. The citizens have a right, in a peaceable manner, to assemble for their common good, and to apply to those invested with the powers of government, for redress of grievances, or other proper purposes, by petition, address or remonstrance.
Sec. 1. That all men when they form a social compact, are equal in rights; and that no man, or set of men are entitled to exclusive public emoluments or privileges from the community.
Sec. 2. That all political power is inherent in the people, and all free governments are founded on their authority, and instituted for their benefit; and that they have at all times an undeniable and indefeasible right to alter their form of government in such manner as they may think expedient.
Sec. 5. Every citizen may freely speak, write and publish his sentiments on all subjects, being responsible for the abuse of that liberty.
Sec. 6. No law shall ever be passed to curtail or restrain the liberty of speech or of the press.

I provided State Reps Jay Case, Hilda Santiago and Michelle Crook links to several videos that explain in detail the Remonstrance process per the Constitution, Robert's Rules of Order and Mason's Manual. I instructed the reps the proper method in emails starting Dec 2019 for which I was retaliated by Jay Case calling the Torrington DHMAS Director who circumvented the rules governing Mobile crisis wellness checks. This is the pattern of illegal retaliation the City of Torrington and State of CT Division of Criminal Justice and Judicial branch operatives have used against me beginning November 24, 2010, after I addressed the City Council at Sept and Oct 2010 public meetings, as seen on public record. The entire City of Torrington, State of CT Police, Division of Criminal Justice, Division of Public Defender Services, DOC, AG, Governor, Et Al weaponized against me ever since.
I implore the CGA study the multiple links I have provided since 2019 to State Reps regarding establishing the right of the people to address the assembly in the form of a written and oral petition of remonstrance, per the CT Constitution and as provided in the Parliamentary rules of procedures this body uses to conduct the business of the Legislative body.

I have studied and practiced law for over 22 years of active ongoing complex litigation involving the criminal misuse of civil and criminal law enforcement and entire political/judicial machinery against me starting in 2003 with my first of many CHRO dually filed EEOC discrimination complaints , Whistle blower, Ethics, Worker's Comp, ADA, Board of Labor Relations, Fair Housing and Civil rights complaints I filed correctly seeking relief from the onslaught of gross illegal retaliation and discrimination I suffered by way of work place violence known as work place bullying in what I define as a political/spiritual hate crime from it's onset at the Housing Authority of the City of Torrington, aka HUD PHA that I worked full time as an AFSCME Council 4 public employee from Sept 99 - 2006.
The four links I provided supply the CGA with the exact method to be followed when the CT Constitution is upheld in favor of the fundamental right of the people simply to be heard.
I am criminalized and demonized in this state and others simply for exercising the First Amendment right therefore I request a reasonable accommodation for the CGA to hear me by way of scheduling me to address the Assembly in the form of a written and oral petition of remonstrance by upholding the CT Constitution and your parliamentary rules of procedure.
