GP Consults Hosts Second AML Hotspot for Samoa Law Society, 23 March 2026

GP Consults was invited by the Samoa Law Society to present its second Hotspot seminar on Anti-Money Laundering, Terrorist Financing, and Proliferation of Weapons of Mass Destruction (collectively referred to as AML Standard). The seminar was designed for all lawyers practising in Samoa. Although this was GP Consults’ second presentation at the Law Society, it was the first Hotspot for 2026.
The event was held on 23 March 2026 at the CBS Conference Room. GP Consults had the honour of co-presenting with two senior officials from the Financial Intelligence Unit of the Central Bank of Samoa:

• Afioga Lemauga Sioa Atina’e Sioa, Head of the Financial Intelligence Unit;

• Afioga Faumuina Dominic Talouli, Assistant Head of the Financial Intelligence Unit.

Recent changes have been made to Samoa’s AML Laws, particularly those affecting lawyers and their legal obligations.

GP Consults is well placed to help lawyers apply these standards in the Samoan context. Samoa has a different economy and resource base compared to Australia and New Zealand. While AML standards in those countries are designed for high-volume economies with greater cash flow and activity, Samoa is a developing nation with limited resources and technology. Our AML framework must therefore be practical, adaptable and appropriate for our local situation. This is also taking i tk account that compliance costs money.

This is not an attempt to lower the implementation of AML standards. Rather, it simply reflects the principle captured in the Samoan saying:

“E le mafai ona tatou agaia se matagi, ae e mafai ona fetuutuuna’i la o le tatou va’a.”
(Translation: We cannot sail our ship against the wind, but we can adjust its sails accordingly.)

In other words, we do not overlook AML requirements; we implement them in a way that is realistic and workable for Samoa.
