In March, CABRI organised a regional peer-learning and exchange workshop in Kigali, Rwanda, on โDigital PFM in Action: Digital tools for transparent, inclusive and resilient public finance in Africaโ.
This Policy Brief begins by examining emerging digital PFM trends, challenges and trade-offs, including limited interoperability and the experimental role of artificial intelligence (AI). Country experiences from Kenya (REFORMiS), Rwanda (IFMIS integration) and Liberia (Development Dashboard) are presented as examples of homegrown and integrated solutions. It also addresses digital PFM for social sectors, arguing that strengthening accountability in health, education and social protection requires systems that track budgets against service delivery outcomes. It highlights the role of civil society in digital accountability, emphasising hybrid approaches that bridge the digital divide.
