🚨 *INTELLIGENCE BRIEFING: 30 JUNE SHUTDOWN & WEAPONS LAW* 🚨
⚠️ *THE CORE MANDATE:*
SAPS has declared a zero-tolerance policy for the national shutdown on Tuesday, 30 June 2026. Acting Police Minister Firoz Cachalia has explicitly stated: *"There is no reason why anybody should come to protest with any kind of instrument which could be used as a weapon... People must participate unarmed."*

🔹 *Dangerous Weapons Act (15 of 2013):* Prohibits carrying any object capable of causing death or serious injury (knives, spears, axes, knobkerries, sticks) if there is reasonable suspicion of unlawful intent.
🔹 *The Cultural Loophole is VOID at Protests:* While Section 2(b) allows traditional cultural or religious weapons for normal ceremonies, *Section 8(4) of the Regulation of Gatherings Act (205 of 1993)* completely overrides this.
👉 *The law is clear:* The moment a cultural gathering turns into a protest, march, or confrontation, **ALL traditional weapons become strictly illegal.**
👮♂️ *SAPS ENFORCEMENT PROTOCOL:*
* *Immediate Arrests:* Police do not need to prove you intended to commit a crime. Merely holding a weapon (or traditional stick/blade) at a protest line is a statutory offence.
* *Cordon Confiscations:* POP (Public Order Police) will seize all traditional sticks, knobkerries, and tools at roadblocks and transit points leading to protest zones.
* *Convener Liability:* Protest leaders faces direct criminal prosecution if their crowds carry weapons.
📍 *HIGH-RISK HOTSPOTS MAPPED BY PROVINCE:*
• *KWAZULU-NATAL:* Highest risk of mobilization/vigilantism.
👉 *Focus:* Pietermaritzburg (CBD, informal sectors), Durban Port corridor, N3 logistics highway.
