*STATEMENT ON THE ANC YOUTH LEAGUE WEST COAST REGIONAL CONGRESS PREPARATORY COMMITTEE MEETING OUTCOMES*
The ANC Youth League West Coast Regional Congress Preparatory Committee (RCPC) convened its ordinary meeting on the 7th of August 2022 through a virtual platform. The meeting received a Political Input from the PCPC Spokesperson who is also a head of Deployees to the West Coast Region, and an Organizational Report from the RCPC Coordinator.
The meeting welcomed and discussed the report extensively.
The RCPC through the Organizational Report noted that branches in the Region have now gone beyond the Constitutional requirement of 70% that has passed Audit. In light of these developments the meeting collectively agreed to convene its 7th Regional Conference under the following details :

The RCPC will issue out an official communication or invite to all Branches and other relevant structures of the movement. The RCPC appreciated the support and role played by the PCPC and its guidance in rebuilding a vibrant and robust ANCYL in the Region.
The ANCYL RCPC further congratulated the newly elected ANC REC in the Region and welcomed the inclusion of young people in the 10th Regional Conference this past weekend.
We note and appreciate that the West Coast Region leads the Western Cape province in delivering credible Conferences and calls on other regions to follow suit.
The ANCYL Further wishes all women a happy Woman's Day and calls for Womens' emancipation and upliftment.

Western Cape ANCYL wishes the matric class of 2021 well for its final exams
The ANCYL Western Cape wishes the matric class of 2021 well for the National Senior Certificate examinations scheduled to start on Wednesday, October 27, 2021 until 7 December 2021. A number of practical examinations commenced as early as mid-August with Performing Arts, Visual Arts and Design, Computer Applications Technology and Information Technology examinations taking place between 16 August 2021 and 22 October 2021. Theoretical examinations will begin on Wednesday with language papers.
The Western Cape Education Department has indicated that 73 966 candidates are registered for the 2021 NSC examination, a significant increase from the 54 741 full time and 10 588 part-time candidates registered for the 2020 exams.
There are reasons to believe the allegations of culling levelled against the WCED in the previous years as underperforming students were not registered and discouraged from writing the critical subjects. The ANCYL welcomes the increase of the registered candidates and hopes it will improve the number of learners that are taking the critical subjects which had significantly declined over the past five years as showed by the 2019 and 2020 National Senior Certificate School Subject Report.
In the Western Cape in particular, the number of candidates registered for Mathematics and Physical Science including the pass rate for the two subjects has been declining over the years. Over and above this, the matric pass rate and quality thereof has been declining in the province -which gave rise to legitimate calls for the underperforming MEC to be removed from her position. We hope the 2021 matric class will change the downward trajectory and take back the Western Cape to its rightful place of being the top performing province which it maintained for many years under the ANC government.
The 2021 matric class has shown tenacity and resilience as they overcame many challenges presented by Covid-19 pandemic since March 2020. This is the Grade 11 group which endured a lot of hardship due to the covid-19 disruptions to the curriculum, grief and pain due to the loss of loved ones, including teachers and classmates in certain cases.
Despite all these setbacks and hardships, the ANCYL remains hopeful that the 2021 matric class will yet again show tenacity and resilience to overcome all challenges and surpass the 2020 pass rate and improve the quality of the pass rate.
The ANCYL is concerned that the WCED has not done enough to put measures in place to support the learners, including support measures to make up for the loss of teaching and learning time, psychosocial support for learners and teachers. The WCED also failed to put targeted measures to support the underperforming schools, majority of which are in the previously disadvantaged communities.
In its matric support resources, the WCED highlighted the ePortal, a digital platform to support learning which has 25 000 daily visitors, majority of which are students from other provinces. The department also delivered revision packs with past papers to schools and sent smses to remind learners to get the packs from their schools. These are not enough and don’t cater for the learners from poor working-class families who do not have the gadgets needed to access these digital platforms.
The ANCYL commends the teachers who have dedicated their time and resources to support learners through afternoon and weekend classes to ensure that the 2021 matrics are ready for the final exam – especially those who worked even during the holidays.
The ANCYL wishes the 2021 matric class the very best for the National Senior Certificate examinations and salute the learners for their dedication, hard work and resilience as they overcame all obstacles presented by Covid-19 pandemic to make it this far.
