On the 29th of September 2022, Chipinge Rural District Council convened a 2023 pre-budget formulation meeting with its stakeholders (CRRT included) at Checheche Sub-Office. The meeting was an eye-opener and was fruitful as all stakeholders contributed positively and the conveners seem to have brought a listening ear with them. They promised to take into consideration all the inputs as they prepare the 2023 Budget. They said the previous budget performed badly as they only managed to collect 39% of the expected amount in Checheche and 40% in the whole District. Below is our submission.

Three CRRT leaders, Mr Ivan Mathabuka (Chairman), Mr Win Bhila (Information and Publicity Secretary) and Mr Patrick Dhliwayo Makonzo appeared at the Chipinge Magistrate court on the 13th of July 2022 on the allegations as reported by Checheche below. The hearing was however deferred to 1st of August 2022

PYCD concerned over increasing Human Rights violations in Chipinge.

The Chipinge Magistrates court on Wednesday the 13th of July 2022 deferred a case between Chipinge RDC Versus Winnie Bhila, Patrick Dhliwayo and Irvine Mathabuka to 1 August 2022.This follows a succesful plea by their legal counsel from Zimbabwe Lawyers for Human Rights.

The trio who are leaders of Checheche Residents and Ratepayers Trust ( CRRT) are being accused of violence and disorderly conduct after allegedly stopping the RDC team that was conducting a budget consultation in Checheche last year in November 2021.The misunderstanding resulted in the trio being summoned to Chisumbanje ZRP, where charges were preferred against them on the 8th of November 2022.

The trio have since denied the allegations of violence which they interpret as an attempt by misguided elements using the state apparatus to intimidate and frustrate their effort to demand transparency and accountability in the manner business is being carried out at Chipinge RDC. On the fateful day, the trio were demanding the budget process to be given more time, which the RDC team refused for fear of the meeting being recorded on camera.
The main concern by the trio on behalf of Checheche residents has been the lack of a platform for genuine consultations on the budget formulation process.
