Report on the Fourth day of Goromonzi RDC Strategic Planning workshop

The Goromonzi Rural District Council (GRDC)'s four-day strategic planning workshop which was going on up to the 14th of November 2025 entered its fourth day today, Thursday 13th of this month.
The fourth day began with the recapitulation of the subject matter which was covered on the previous day.
Technocrats from Council and Ministeries, Departments and Agencies (MDAs) to the 2026-2030 Goromonzi District Council (GRDC) Strategic Planning Workshop who began putting final touches to the document on Thursday 13th continued on the 14th of November 2025 at Pandari Hotel, Glen Lorne, Harare.
The technocrats continued with the budgeting process for the plan; workspace required for carrying out council functions; the actual projects to be undertaken during the period under review such include water, satitation and hygiene, schools, clinics which will be required in the district during the period 2026-2030. This included the human resources and Information Communication Technologies (ICTs) components with which to undertake those tasks were also enumerated.
Furthermore, the 2026 Goromonzi RDC Annual Plan that was drawn from the Strategic Plan was also crafted.
The strategic planning process crafted the mhu and the Chief Executive Officer (CEO), Mr Trust Madhovi's performance contracts for the period 2026 from the Annual Plan.
The programme outputs of the CEO of Goromonzi RDC include:
-Statutory meetings held,
-Revenue collected,
-Audit reports produced,
-Boreholes drilled,
-Revenue collected,
-Road network maintained,
-Disaster risk management established,
-Environment Public awareness campaigns conducted.
The programme outputs of the Chairperson of the GRDC include:
-Council policies formulated,
-Statutory meetings (minutes) held,
-Council policies reviewed,
-Performance contracts signed by council and senior management,
-Devolution projects completed,
-Ward development initiaves implemented.

Report on the Third day of Goromonzi RDC Strategic Planning workshop

[GOROMONZI]
The Goromonzi Rural District Council (GRDC)'s four-day strategic planning workshop that is currently under way up to the 13th of November 2025 entered its third day today, Wednesday 12th of this month.
The second day began with the recapitulation of the subject matter which was covered on the previous day.
This was followed by Strategies, Assumptions, Risks and Mitigations of the Natural Resources Conservation or Management department. The Strategies, Assumptions, Risks and Mitigations of the Water, Sanitation and Hygiene (WASH) department followed next. Challenges faced in the revenue collection process as well as strategies of raising revenue were also [4:29 PM, 11/12/2025] Chitiyo Moses DIO: tackled.
During the plenary session which then followed, the workshop participants then broke into groups where they crafted Strategies; looked at Assumptions; Risks and ways of Mitigating against the said risks.
Participants were then grouped into different tasks. The groups also were tasked with coming up with methods of raising council income; looked at the Enhanced public safety and secirity Results Matrix in terms of Outcomes and Outputs of the 2026-2030 of the Goromonzi RDC Strategic Plan.
This covered issues which include the :
-Client satisfication index,
-Improved corporate governance and administration,
-Financial sustainability,
-Improved water, sanitation and hygiene,
-Improved access to social services,
-Improved road trafficability, and
-Improved natural resources conservation or management.

Report on the Second day of the 2026-2030 Goromonzi RDC Strat Plan
The chairperson of the Goromonzi RDC who is also the President of all local authorities in the country who delivered his keynote address in which he reiterated the need for councillors to be accountable to the residents who elected them into office.
He urged them to shun corruption and discharge their duties transparently without fear or favour.
Dr Shamhu said the Strat Plan should measure actions against the promises that councillors made to residents and the process is not a talk show.
"Rate payment should go hand in hand with service delivered," said Dr Shamhu.
